The Rice he’s talking about isn’t Condi, but Susan Rice. She was in charge of African Affairs at the National Security Council during the Clinton Administration. She was then nominated to be Assistant Secretary of State for East Africa, which is why the State Department never moved forward in Ijaz’ information.
Bureaucracy saved Bin Laden.
