considerable doubt over whether radical Islamist … could be deterred like the Soviets.
An interesting question is whether the rest of Islam can be deterred. Do non-radical Muslims understand and believe that more mass casualty attacks in the West will result in retaliatory strikes against Islam? If they did beleive this would they move to restrain the extremists?
