I wouldn’t accuse Heinlein of promulgating myths. In that story they had a huge linear accelerator that could throw boxcar sized cargoes at any target on Earth. That’s plenty useful militarily!
The Moon Is A Harsh Mistress doesn’t say anything about the military value of simply having a base on the moon which, of course, isn’t terribly high.
