That’s called plausible deniability. They’ve created a caption which has an excuse (the one you suggest), but that is rather clearly NOT the intended message. Captions are intended to describe what is being shown, and what is being shown is NOT a weapons system being fired. That’s why we see multiple flare photos captioned like this, rather than photos of the actual weapons being used. This is not simply sloppiness on the part of Reuters, it is deliberate propaganda with a touch of rear-end covering.
