“Nearly two-thirds of Americans think it is possible that some federal officials had specific warnings of the Sept. 11, 2001, terrorist attacks on New York and Washington, but chose to ignore those warnings, according to a Scripps Howard News Service/Ohio University poll.”

The key words in there are “specific” and “chose to ignore”. It may be that the news people added those words and that the actual poll itself was more neutral (indeed, the outcome seems nutty if those words were used). I have been unsuccessful in tracking down the actual poll question used; the Scripps Survey Research Center which is cited in the Scripps article does not mention this poll:
