One way in which Howard has definitely fallen down on the job is in his decision to sell yellowcake Uranium to Russia to fuel its reactors (and possibly get passed on to Iran) without demanding sufficient safeguards and changes in the way Russia is governed.

It would be a silver lining in all this if a new government reconsidered this wrongheaded policy, better still if Howard himself would do so. Certain conservatives, forgetting the lessons taught by Ronald Reagan, have led us astray on Russia to a disappointing extent, most especially President Bush — who “looked into the eyes and saw the soul” of Vladimir Putin and found him trustworthy.
