There is one major problem with the “return to sender” approach (with which I wholeheartedly agree, of course): Many of the most fanatical jihadists are Western-born (US, Canada, UK, France, etc.) of immigrant parents. I.e., They are American (Canadian, British, French, etc.) citizens.
