Many of the best soldiers in the Pakistani army are Pushtun from the NWFT. If asked to attack their kinsmen or fellow tribes members they are likely to have disciplinary problems. That is why they are stationed somewhere else, which often means facing India.
I would hope that the Pakistanis have competent soldiers who are not from the NWFT but the fact is that tribesmen from those areas find the army to be an attractive career. Besides the appeal of the ‘three hots and cot’ aspect, they don’t mind the military discipline or the ‘shooting at people and getting shot at’ aspect of the job either.
