Has the British Strategy in Southern Iraq Failed?

I think historians will make the final judgments on the British campaign. But maybe one issue will be to compare the means with the ends. The British instinct for political work may have been correct, but did they have the means to provide the security in which political reconstruction could occur? Without the solid security environment any political initiative, however well conducted, will probably fail.

To what extent this has happened is something the article above tries to look at.
