Yes, a small percentage people have a natural propensity for getting addicted to whatever is available, and guess what, they are already addicted now despite any laws against it. But that is a fairly small percentage (2%?). Now, there is an economic incentive to push more people into it. Take that away and I believe the numbers will shrink considerably.
