Richard,

A good friend of mine works in a high end R & D firm. One would think in a company filled with the best and the brightest engineers and scientists that they would have a meeting…decide the solution…then do the design work.

In reality….they have a meeting..identify 100 potential solutions and set about with 100 teams all working in different directions. The solution that ends up working is in fact a result of random chance.

The whole question of troop density in Iraq is also random chance…more patrols increases the odds of catching someone “in the act”.
