The problem with this approach for me is that I can’t just wait to react. I also have to make my best guess at predicting the future. I predict that the future is going to be very unfriendly to my business, so of course I’m not going to invest any further time or money or effort into it. My prediction will have to be proven wrong before I do. In the meantime, I won’t be creating any new jobs or economic activity.
