Did Hussein really tell anyone he would leave Iraq if he was allowed to take $1b with him? Maybe, but remember, this is Bush talking. This could be a complete fabrication. The Bush administration was desperate to build the “coalition of the co-opted”. The $1b claim is suspect, because Hussein presumably would already have it in a numbered Swiss account, accessible to him where-ever he might go.
The issue of taking the “WMD information” with him is a joke. Bush threw that in there so that after the coalition starts looking for the WMD’s (and not finding them) and not finding any paper trail either, Bush can say “well don’t you remember the Hussein deal? He took it with him!”.
As it turned out, Hussein didn’t leave Iraq, and WMD’s (and WMD Information) was never found anyways.
