I am certain that the Government of the United States has ample evidence that for many years large numbers of non-Iraki’s accompanied by large quantities of weapons and ammunition have infiltrated through the Syria-Irak border and committed murder and mayhem in Irak.
There are only two possibilities. Either these activities were condoned and approved by the Government of Syria or not.
In the former case, these represent acts of war against the Government of Irak, and its protector, the Government of the United States of America. It the Government of Syra admits that this is the case the Government of the United States has every right to consider this a Declaration of War by the Government of Syria against the Government of the Wnited States of America, and will not hesitate to respond in kind, and pursue this war to a conclusion.
