It’s absurd to claim this is some sort of October Surprise ordered by Bush primarily to affect the election one week away. Virtually no one has even noticed this attack, the attack itself is small, and the President has not made a big speech. The fact that nothing new is claimed to justify the attack also cuts the other way. Surely Bush could come up with some claim that would hold up a week, that would justify this attack, and notice of which would gain attention.
