Good points Sharpshooter. This discussion will make very little or no difference to the country whatever is the current state of argument. In American Redneck terminology being naked is not a problem, being neked is the problem. I think Jeff Foxworthy could explain it better but being neked means you have no cloths and you are up to something.
The Minoan women wore clothing that displayed their breasts for around a thousand years that we know of. It is not clear how long the Japanese women and men bathed together in public baths. History records a number of incidents of Japanese immigrant women getting into trouble for doing farm work topless as was the prewar practice in Japan.
It just does not make a difference.
