The proper venue to ask this and other questions concerning the possible guilt of the President in this sordid affair is a Senate trial of Impeachment.
First, there needs to be a Bill of Indictment from the House. Perhaps Congressman Issa and Congressman Goudy can oblige us all by submitting such a bill.
As for motivation, Blowme (rather appropriate nom de plume), it should render out as a conspiracy in the Executive to create a crisis involving illegal arms sales that could then be used in a propaganda campaign to break the contitutionally protected right for American citizens to bear arms. Now why would the party of peace and love want to have a monopoly on deadly force?
