You are confused about security clearances and who must have them. The President and to a lesser extent the VP are unique. They are exempt from bureaucratic drones determining their “fitness”. The voters do that. The President automatically gets all clearances. The President may also give that dispensation to the VP if he feels like it, or give the VP the “mushroom treatment” as he feels like it. (Kept in the dark as VPs Truman and John Nance Gardner and fed bullshit)

Obama is in a bad spot. It is a close election, so full disclosure might hurt him significantly. But if it turns out there is far more to this and it was found to have been covered up, then we may have more partisan warfare, possibly a special prosecutor…eroding an Obama Presidency and the chance of fixing anything in America.
And the American Public is so sick of that while our great national problems remain unadressed in political gridlock.
