BOTH OF YOU ARE DEAD ON. but remember in the 80′s when crime was falling like a rock, and the police were able to close old case files/. The question at that time that bothered me was why would the police that stated crime was down,completely retool their entire force from local to state levels. Did they realize something was on the way or did they create it. The answer is
