Well, the eloi who did manage to act, even if only briefly, were no doubt roundly chastised by the other eloi and had punitive letters placed in their permanent records.
How could they jeopardize the support system that permitted the eloi to enjoy their lazy afternoons in the cafes congratulating themselves on their evolved sensibilities.
