She does not oversee or have any command authority at any time over any Guard assigned national defense or Homeland Security missions. She has no authority to assign them as she wants to military missions, nor authority to pull them for natural disaster or civil disturbance duty (where she does have domestic control – when the Feds free them from national assignments.)
strawman arguement. never said she commanded NG for national defense of homeland security. the default state for the NG is to be under the command of the governor. the president can usurp that when needed. and when not under federal duty, which is most of the time, the governor can call them up for duty.
governors time and time again have mobilized the national guards for emergencies.
