The Turks massed on the border of the Kurdish third of Iraq are held there because the Kurds are part of Iraq that America supports.
If they declared independence, Kurdistan would be invaded by the Turks, Syrians and Persians in reply to their guerrilla insurrections in behalf of Kurds in those countries.
They are safer in Iraq than out of it and the senior Kurdish leadership seems to know it. Beside with the discovery of enormous oil deposits in Sunni Anbar an oil sharing agreement would yield them more money than the Kirkuk fields alone will.
