Mom, Apple Pie, and the Overseas Contingency Operation
I wish I were making this up — but no such luck. The Washington Post reports that the Obama administration has renamed the Global War on Terror. Apparently it is no longer a war, nor is terror worth mentioning. It is now the ”Overseas Contingency Operation.”
Or, I suppose, if you want something a little snappier, the OCO.
If we could only persuade America’s enemies to use language like that, we’d win. Overcome with polysyllabic confusion, they’d spend most of their time wondering who they are fighting, or why.
As it is, my heart goes out to the brave American men and women fighting on the front lines of a very real war, who are now risking their lives not in the Global War on Terror, or World War IV, but in the Overseas Contingency Operation. Is that what Obama will still be calling it after the next attack on America’s shores?
Over at Jihad Watch, Robert Spencer does a neat summing up:
“And so now we are engaged in a great Overseas Contingency Operation, testing whether that nation or any nation so conceived and so dedicated can long endure. And be assured: if the Overseas Contingency Operatives succeed in pulling off another Contingency Operation on American soil on the scale of 9/11, or more than one, we will indeed be sorely tested — and utterly unprepared to meet the multifaceted cultural, military, political, and spiritual challenge the enemy presents.”
It’s been a problem for years now, finding the right name for this war we are in — the real challenge being to name not just the tactic of terror, but to name and define those now wielding it in service of the spread of totalitarian systems, ideas and turf. Islamists, Islamo-fascism, Iran, Syria, Hamas, Hezbollah, North Korea, and affiliates … Like it or not, there is a global contest going on to shape the still-evolving New World Order, and the democratic wave of the past generation is in great jeopardy. America has real enemies out there, building real missiles and bombs, with real intent to bully, extort and infiltrate; real potential to kill, and a real record of killing. America, by virtue of its freedoms, its values – and the affront they pose to the rulers ensconced in such regimes — is a target.
Reducing the name of this war to “Overseas Contingency Operation” might fascinate students of Orwell and Kafka. But it’s an alarming move in the wrong direction, an attempt to bury realities in bureaucratic blather. It’s yet more of the “engagement” attempt, in which President Obama sits in a chair and wishes Happy New Year by webcast to Iran’s “leaders.” They respond by taking a break from their nuclear bomb program to rally a mob chanting “Overseas Contingency Operation Death to America.”
Wordsmiths, wherever you are, you’re needed now more than ever. This country needs an honest name for this war — a name that will endure, and speak to the imagination and soul of an America which, notwithstanding its own Beltway memos, is still worth fighting for.
Give Obama, the most polarizing figure in history, a little time. He’ll come around. He’ll call it the War on Terror again. He always does his double speak.

Very briefly: War on Terror, what’s that? Terror is a “tactic”, not an enemy. Who is the enemy? We can’t say Islam, that’s a peaceful religion. If we accept that than we accept one of the most pernicious lies foisted on mankind! Islam (to resign one’s self, or submit) is a political philosophy, Mohammandism is the religion. If all the attacks we have experienced are perpetrated by Islamic Jihadists (no different than being attacked by a Communist state, Nazi, Fascist, Imperialist, etc.) then we ought call our war “Crusade against Islam”. Simple, straight forward and definitive, and understood by the enemy!
I’ve referred to it as World War IV or, more often, the Jihadi War, though the latter doesn’t take NoKo into account.
You don’t send real men and woman overseas with real bombs, real guns, and real missiles to engage in “Overseas Contingency Operations”, if you are not fighting a war, send social service!

It can’t be called a victory garden if it’s not a war, because no matter how it turns out we won’t be allowed to describe it as a “victory”.
So we have to figure out what the potential outcomes of “Overseas Contingencies Operations” might be.
This concept probably needs to be developed by the defense department as well, because as you point out, apparently the 9/11 thing WAS simply an Overseas Contingency Operation by our opponents (formerly called enemies) who wish us to be dead.
If indeed it had been understood as an OCO, there would have been absolutely no need for any concern. It would have just been a 24 hour news cycle headline, as the machinery was fired up for an OCO response.
Possible outcomes can’t be win/lose.
Can’t be pass/fail (because that might damage someone’s self image).
What ARE the opposing potential outcomes for OCO’s?

1. Pete — the enemy is the cult of submission; muslims are its victims. Killing the followers (victims) of a cult is neither necessary nor sufficient to eradicate the cult. Had we enough resources, I think serious deprogramming can be done through counter propaganda, encouraging apostasy (esp. here in Dar al Harb), monitoring of mosques etc etc. Soviet refugees had undergone serious scrutiny about past allegiance to (and necessary renunciation of) the communist party. If an apostate wannabe is protected from retribution I think you would see huge numbers breathing the sigh of relief and getting out.
2. What wordsmithing? We are fighting a counter-jihad war. The jihadis are enabled by the renamed KGB and its clients like NoKo who benefit from destabilizing the U.S.

The softer the language used, the easier it will be to downplay retreat. America can’t ideologically ‘withdraw’ from the “War on Terror” but we can limit and tone down expenditures for “Overseas Contingency Operations.”
The beauty of the whole War on Terror mindset is that such a war can never actually be won militarily. Yet, we’ll be expected to be in a permanent state of military conflict. That way, issues at home like the crumbling infrastructure, crumbling schools, declining wages, and millions of uninsured people denied real healthcare will be shunted aside in the name of the “Global War on Terror”.
In a lot of ways, far right conservatives think that 9/11 was the greatest thing ever. It was like Christmastime, because the gift they received that day was a shiny new “get out of governing free” card. A card they continue to play over and over, even if the purported enemies aren’t exactly radical Islamacists (ahem…Iraq anyone).
Oh, well. Obviously, you guys are hopped up to get into a shooting war with Iran. How, pray tell, do you propose we pay for such a war?

I do not know a single “right wing conservative” (and I hang around with them) who EVER thought or implied that 9/11 was a “gift” of any kind.
We consider it an attack on our soil by enemies who wish to kill as many of us as possible. And we think (at least we used to) that our nation is a sovereign nation that has the right (and our leaders USED TO have the obligation) to protect our nation and our Constitution and our citizens.
If you can’t make your point about your own ideas without painting a lying picture about people who still think that attacks with airplanes that kill thousands of our people….then perhaps you need to develop some more defensible point.
Constitutionally, that’s exactly what this is. A contingency operation. Bush had his chance to ask for a declaration of war, and he failed to do so.

Some of the above remarks miss the larger point, which is: much of the Western, non-Muslim world (called dar al Harb, “house of war”)completely does not “get” that jihad’s primary meaning is military and was so emphasized by the prophet during his breakout period in Medina (Yathrib). The jihadis are a contemporary revival of the most ancient and true meaning of Islam. The reason for so much of the confusion is the intellectual sloth of most of our policy and academic elites. Jihad and Islam have been largely somnolent, although not completely so, since the Turks were stopped at the Gates of Vienna in 1683. Yes, there were the episodes of the Muslim pirates in the 18th and early 19th century which created massive problems for our commerce with Europe and the Mediterranean. However, Pres. Thomas Jefferson dealt with the Muslim pirates the only way you deal with jihadis: with utter ruthlessness and overwhelming force (it’s the only thing they respect).
Before WWII the revival began with the formation of the Muslim Brotherhood in Egypt. This was a response to the growing number of Jewish refugees who were buying land from Turkomen landlords and local sheiks and settling on it. For the record, the razzias (terror raids) on those Jewish settlements began in the 1890′s. During the 1930′s the Brotherhood began to cultivate relations with the Nazi Party in Germany. During the war, that relationship was taken to another level, such that the Grand Mufti of Jerusalem, Hajj Amin al Husseini, was one of Hitler’s most frequent guests. Al Husseini was trying to get Hitler to reinforce the Afrika Corps in North Africa, to get the Germans beyond Egypt into British Palestine so that the Jews could be exterminated. But the roots of Jew hatred in Islam go all the way back to Muhammad at Medina. Muhammad’s first victims in his wars of conquest were the Jewish tribes in Arabia.
During the 1960′s the Soviet Union decided to finance and train Muslim terror groups in the Middle East, using their client state cutouts to effect that policy. After the Arabs’ defeat in the 1967 War, this accelerated. Those of us old enough to remember, know about the PLO terror tactics during that time, reaching its apex in the 1972 Olympics’ performance at Munich.
For those on the Left to come on over here to PJM and make mocking, inflammatory statements about us and our opinions about jihad terror is the height of ignorance. For the record, most of us think that President Bush’s misunderstanding of Islam was unspeakable. President Obama goes beyond that and is sending nearly a billion dollars to Hamas, all the while blowing kisses to the Mullahs in Tehran.
We are not calling for a war of attrition against all Muslims. We are not calling for mass murder – which should be obvious to all except those who need convenient straw men to lambaste us with. But we are not for ignoring the truth and burying our heads in the sand. We must confront Islam on all levels and speak the truth about what’s in their scriptures and traditions. 9/11 allowed the previous administration to literally neglect nearly every pressing domestic matter, such as the derivatives fiasco, poorly maintained levees in New Orleans, the rise in food-borne illnesses because the FDA had been gutted, the further decline of real wages, etc. etc.
No, by building up this narrative that we were in fact at war with the entire world, such trivial matters as actually governing the country became secondary.

Overseas? Where did 9/11 or the first Trade Center bombing occur? TOTUS better have a contibgency plan if another attack occurs on US soil.
Just read the latest high school history book. The conflict from 1914 to 1918 is refered to as the First Overseas Multi-Nation Contingency Plan. We also have the Second Overseas Multi-Nation Contingency Plan (1939-1945), the First Overseas Asian Contingency Plan (1950-1953) and the Second Overseas Asian Contingency Plan (1959-1975).
Correct me if I am wrong….Doesn’t Congress have to vote on declaring War. I mean a President can’t just declare War…Yes, No?

I guess we will respond to the next terror attack as if it were a bridge collapse, with an overseas contingency operation in which Obozo will send a you-tube video to the jihadists and a scholarship fund to their children.
Why not just call this war “Counteraction Against That Which Must Not Be Named”?

The little boy responded: “Obviously, we did something to deserve this action. In response, we shall undertake an Overseas Contingency Operation, whereby we will fly overseas in a round metalic cylinder and we will talk to people and take notes. Then we will return. Upon our return we will establish many committees and have many meetings. We will send volunteers into the community with clipboards.”

If so, she( and also most of you) would know that the US Military has a “Contingency Plan” for every country in the world, and each area of the world, that is updated almost daily. I have never heard so many blow-hards in my life. So everything isn’t going perfect. The financial situation is not static display that doesn’t change – it changes ever day also.
As far as blaming Bush 43 for some of the current problems – I guess he is to blame for a lot of it. After 8 years the Bush people are still blaming President Clinton for all the ills of the world.
