Didn't the U. N.'s original statement of purpose call for monitoring and reporting on human rights violations as the United Nations' whole raison d'etre? Well, okay: Of course, the U. N. will not adopt the proposal; and of course, if it does then it will have declared itself to be useless and a prime candidate for being dismantled.
