I remember a college comparative government text from the 1950s that pointed out one difference between totalitarian and democratic states: In the former, the members of “parliament” would sit quietly and attentively in neat rows, in the latter, the members would sit and stand in clusters, a bit more noisily. The extreme examples that come to mind were the Soviet Congresses versus American political conventions. You can tell which Sha Zukang is most comfortable.
