Wake Up, Panetta: UN, U.S. Have Opposing Interests
On March 7, 2012, Defense Secretary Leon Panetta stated in the U.S. Congress that the United Nations and NATO have supreme authority over the actions of the United States military. Sen. Jeff Sessions (R-AL) reacted to Secretary Panetta’s statement, saying:
I’m really baffled by the idea that somehow an international assembly provides a legal basis for the United States military to be deployed in combat. … The only legal authority that’s required to deploy the United States military is of the Congress and the president, and the law, and the Constitution.[i]
I paid with two death sentences for the privilege of becoming an American, I deeply love my adoptive country, and I highly esteem her leaders. But, with all due respect for Secretary Panetta, I have to say that his view reminds me of Ceausescu, who used to state over, and over, and over:
I wrote the Constitution! I will re-write it.
In 1988 when I became an American citizen, I ended the few words I said as a sign of my gratitude with the last paragraph of William Tyler Page’s creed:
It is my duty to my Country to love it; to support its Constitution; to obey its laws; to respect its flag, and to defend it against all enemies.
I also have good reason to believe that the UN is not interested in defending the United States. In my other life, when I was one of the top members of the Soviet bloc espionage community, one of our main assignments was to turn the UN against the United States. We in the Soviet bloc poured millions of dollars and thousands of people into that gigantic project. Virtually all UN employees and representatives from the communist countries — comprising a third of the world’s population — and from our Arab allies were secretly working for our espionage services. Our strategy was to convert the centuries-old European and Islamic animosity toward the Jews into a rabid and violent hatred for the United States by portraying it as a country run by a rapacious “Council of the Elders of Zion” (the Kremlin’s epithet for the U.S. Congress), which allegedly wanted to transform the rest of the world into a Jewish fiefdom.
Unfortunately, we succeeded. In 2003, the UN expelled the U.S. from the Commission on Human Rights by the overwhelming vote of 33 to 3, and it appointed the tyrannical government of Libya to chair that body. A year later, UN Secretary-General Kofi Annan decided to secretly make the UN even more anti-American.
On December 2, 2004, Annan endorsed the 101 proposals of the “High-Level Panel on Threats, Challenges and Change,” commissioned by him to build a UN “for the twenty-first century.”[ii] The panel recommended that the U.S. be further isolated by establishing the rule that only the UN could authorize preemptive wars against terrorism or any other threats. For that, the panel concluded that the UN’s bureaucracy should be significantly increased (by creating a ”peace-building commission”), its efficiency significantly decreased (by greatly expanding the already inefficient Security Council), and the treasuries of its member countries additionally raided by having them “donate” to the UN an additional 0.7% of their GNP to fight poverty. (On December 7, 2007, Senator Obama introduced into the U.S. Senate the Global Poverty Act of 2007, demanding that 0.7% of the U.S. gross national product, totaling $845 billion over the next 13 years, be spent to fight “global poverty.”[iii])
It is hard to believe, but true, that some of the authors of these proposals for “reforming” the UN were the same communist spies who had originally worked to subvert the UN. One eminent member of Kofi Annan’s blue-ribbon panel was the nouveau riche Yevgeny Primakov, a former KGB general and Soviet intelligence adviser to Saddam Hussein who rose to head Russia’s espionage service for a time — and to sing opera ditties with U.S. Secretary of State Madeleine Albright while secretly running the infamous Aldrich Ames spy case behind her back. Another prominent member was Qian Qichen, a former Red China intelligence officer who worked under diplomatic cover abroad, belonged to the Central Committee of the Communist Party when it ordered the bloody Tiananmen Square repression in 1989, rose afterward to the Politburo, and in 1998 became vice-chairman of China’s State Council. And then there was Amr Moussa, the secretary-general of the Arab League (another KGB puppet), who stated that he missed “the balance of power provided by the Soviet Union.”
Kofi Annan had a point. The three were professional saviors. Let me exemplify with Primakov, whom I know best. After the Soviet Union collapsed, he saved its espionage service, the PGU[iv], from going into oblivion. Primakov broke it off from its mother organization, the KGB, rechristened it with the American-sounding name of Central Intelligence Service (Tsentralnaya Sluzhba Razvedki, or TsSR), and pretended it was a new democratic institution. That saved Primakov’s skin as well. Five years later, he replaced Russia’s pro-Western foreign minister Andrey Kozyrev. In 1998, Primakov became prime minister. He reintroduced Soviet Communists into the government and decided to transform Russia into a “managed democracy” whose institutions were to become “representative of the state: loyal, obedient, and indebted to those who have chosen them.” Primakov even invented a word for his democracy: dogovorosposoniye, meaning, roughly, “deal-cutting.”[v]
Primakov is an old enemy of the U.S. His espionage service — like my former one — used to spend every single day thinking up new ways to portray the American land of freedom as an “imperial Zionist country” that intended to convert the Islamic world into a Jewish colony. His first major victory was UN Resolution No. 3379 of 1975, which declared Zionism “a form of racism and racial discrimination.” Officially presented as an Arab initiative, that projected resolution had in fact been drafted in Moscow under the supervision of Primakov, turned into the KGB’s main Arabist. The resolution was openly supported by the Arab League and the PLO, two organizations on our payroll. My DIE was deeply involved in Primakov’s UN operation.
On August 31, 2001, Primakov’s boss at the UN, Kofi Annan, organized a UN World Conference on Racism, Racial Discrimination, Xenophobia and Related Intolerance, which opened in Durban, South Africa. Its task was to approve new pre-formulated Arab League declarations asserting that Zionism was a brutal form of racism, and that the United States was its main supporter.[vi] Yasser Arafat, Fidel Castro, and the same gaggle of Arab and Third World governments who had supported the UN’s anti-Semitic Resolution No. 3379 in 1975 urged the participants to condemn Israel and the United States as Zionist powers who wanted to conquer the Islamic world.[vii] On September 3, 2001, the U.S. withdrew its delegation from Durban, charging that the UN conference had been “converted into a forum against Israel and Jews.”[viii] The Israeli government followed suit. On September 4, 2001, Congressman Tom Lantos, a member of the U.S. delegation, told reporters:
This conference will stand self-condemned for yielding to extremists. … I am blaming them for hijacking this conference.”[ix]
The September 11, 2001, attacks came seven days later. On that same day the KGB was celebrating 124 years since the birth of its founder. The weapon of choice for that horrific act of terrorism that has changed the face of our world was the hijacked airplane, a concept that had originally been invented by the KGB.
Our 25th ambassador to the UN, John Bolton, once said that if the glass zoo on the East River that quarters the United Nations “lost 10 stories, it wouldn’t make a bit of difference.”[x] I could not agree more. Most of the people “working” at the UN are probably still anti-American spies anyway, since old habits die hard in such organizations.
The peace and freedom of the world depend on the power of United States, not of the UN bureaucracy, as was always the case. Let us hope that our secretary of Defense and our secretary of State will learn that as well.

Unfortunately, not since WW2 have the military forces truly been used as the Constitution dictates – a declaration of war. Instead we have police actions and limited engagements and kinetic military actions.

Obama & Co. have made it clear from day one that U.S. interests are subservient to the interests of the global community. Such an arrangement is tantamount to treason. The United Nations is an abject failure. It was born of high ideals at the conclusion of the second cataclysmic war of the 20th century, but quickly degenerated into a morass of corruption, greed, and immorality. The high ideals of western civilization are anathema to the world of Islam, and no amount of diplomatic double-speak can remedy that. It is time for truly enlightened nations to exit the UN and establish an international institution that will not be dependent upon the fetid swamp that now constitues the General Assembly; a collection of misfits that mirrors the motley accumultion of misfits and degenerates depicted in the Star Wars bar scene.

I am presently reading George Jonas novel Vengeance , written in 1984. As I read through your article it affirms once again that the Communists have fueled terrorism around the world. Their latest effort “Occupy” has failed miserably though.The book names Bernadine Dohrn as a famous female terrorist. To think the the leader of the free world associated himself with Ayers and Dohrn is remarkable.
The Cold War never died. Putin just assured us he will sell arms to Assad. The Middle East, nothing more than a killing ground for Americas blood and treasure.

There are a couple of problems with your story:
First, two people can keep a secret, if one of them is dead. Thousands of people cannot keep a secret.
Second, those of us in “flyover country” were well aware of your activities, so it wasn’t a secret.
Third, if the rubes know then the enlightened elite know, so it’s even less of a secret.
Forth, if the enlightened elite know then the policy makers know, so it’s not a secret at all.
So, to correct the statement… “Virtually all UN employees, the State Department of the United States, and the entire Democratic Party were working to convert the centuries-old European and Islamic animosity toward the Jews into a rabid and violent hatred for the United States”. Again, that’s not a secret except, perhaps, to the Jews who work diligently to remain willfully ignorant as they support toxic policies that will lead to their annihilation.

The first part of that headline assumes that the Secretary of Defense and the POTUS do not share the same interests as the United Nations.
Leon Panetta has always struck me as a conformist, a go along to get along type guy, over his head as CIA director and way over his head as Secretary of Defense, the job with which he was rewarded for being a good company guy, a good lap dog.
In saying those mind-boggling words before Sessions’ committee last week, Panetta was absolutely reflecting the orientation of his overseer and boss Barack Obama and the extensive bloc of individuals in the Obama administration that wants to move the United States in the direction of so called “international law”, the old antiquated Constitution be damned.
That the United States continues to provide something in the range of 1/4 of the UN’s total operating budget is a travesty.
Panetta sounded a little baffled during his appearance before the Senate committee; no surprise to learn he thinks there’s a foreign controlling legal authority for US military intervention. Panetta should resign, but of course won’t because liberals don’t have a sense of shame, much less honor.
Same goes for the Bamster; it’s no surprise to learn that he’s the UN’s pet hamster. One can view the instance where he went smiley face among a group of Latin American thugs and semi-dictators as a ‘look at where I am’ victory lap; their coolness toward him was feigned so as not to give the game away.
May God bless Senator Jeff Sessions (R-AL). He is one of the few people left in Congress (aside from the people elected by the Tea Parties) who still has a grasp of what the Constitution is all about. The United States Congress did NOT abdicate all of its rights to some global entity, and the fool currently living in the White House needs to know that. And if there was any justice or backbone left in Congress, it would approve a bill that would make it an impeachable offense for any president to take us to war again (as Obama did in Libya) without a declaration of war. You remember a declaration of war, don’t you? Those are one of those quaint little ideas our Founding Faithers only gave CONGRESS the power in implement, NOT the president. Even George W. Bush, with both Afghanistan AND Iraq, at least got resolutions from Congress to start those wars. But not Obama. He thought he had the right to attack Libya just because the UN and NATO said it was OK. Think about that for a moment. Our president just decided that Congress was irrelevant. This man really, really, needs to be voted out of office in November. Our country, our Congress, and our Constitution depend on it.
Mr. Mihai Pacepa ends his moving and painful — but well written and referenced — essay on an optimistic (or at least “hope”ful) note, “Let us hope that our secretary of Defense and our secretary of State will learn that as well.”
With all due respect, Mr. Mihai Pacepa, your own previous sentence (well, two sentences prior) refutes such optimism. “… old habits die hard in such organizations.” Are we to “hope” that Obama’s own minions are unlike his heroes at the U.N.?
I’m sorry, sir, but I don’t share your optimism — at least on that particular point.

Many years ago a certain shoe banger addressed the UN. In part of his speech he stated “We will bury you”. He also said something like it would be done by lolling us into a sense of winning while subverting us from the inside. That the communists would wait and let us destroy ourselves. Could this be what is happening now? Infiltrating our schools and government? Working more and more to bring the minds of our children over to the communist line? Weakening us from the inside? Getting us to fight each other?
General Pacepa, I’m sure you know who I am referring to, a Mr. Kruchev way back in the 60s. My thoughts went back to that speech when the Berlin Wall and the Soviet Union fell. My thought was give thanks but keep watch.
General, I think history might have turned out a little differently if the Clinton administration hadn’t have put the US military at the disposal of NATO. As you correctly point out, the US furnished military air power to NATO, only because NATO wanted it, to bomb the crap out of Serbia. The US had no dog in that fight. But that was all the evidence the hard liners in Moscow needed to prove that the cold war was still on, and the west had aggressive intent against the Slavic peoples. So it was precisely this notion – that the US must dance to Western Europe’s music – that contributed to the continuing hostility from Russia.
But maybe not. This is just my speculation.

Thank you, thank you for writing this! I just posted something, again, on my FB page. Hillary C. wants us to sign a law with them, restricting our gun ownership, and also tieing us into other things, surrounding this issue. The agency is corrupt, has been since day one, and the US is the biggest contributor, and the building is on our land. For many years, countries did not pay much into it. It is corrupt from top to bottom and needs to be gone off of our soil, and we need to pull out of it, or at the very least, speak up more about the corruptness and insanity, such as having China be a voting member, with all its human rights violations, and its mistreatment of our business men that go there, by taking all their manufacturing secrets, and lowering their currency value, which makes it impossible for American companies to compete.
The United Nations must depend on American money and tolerance to enable it to exist. Panetta is a party hack who has not had an non-political job for years. Both should be gone.

I don’t know exactly what he said, but the U.N. has no authority over the military operations of the United States, according to its own rules.
Not as long as we have veto power over decisions made by the Security Council.
We can do anything we please, including flagrantly breaking the provisions of the U.N. treaty, and there’s no legal mechanism they can employ to stop us…’cause we’ll just veto whatever it is they try to do. They can bitch and moan, and that’s about the limit of what they can do.
We might decide to voluntarily follow the U.N.’s lead, but they can’t make us.

The next GOP prez should take some drastic measures in regards to the UN. It is full of subversives and spies posing as beurocrats (sp). WITHDRAWL from the UN completely. Go on national TV and say the UN should consider moving its headquarters to Moscow from NY. As Bush had the gonnads to say, the UN is becoming irrelevent, the next prez should say it is.
Immediately start reaching out to the western enlightened nations, and totally isolate islam, China, and Russia just to start. It would be bold and “radical” to the usual suspects, but welcomed by a center right majority of our nation. The diplomacy angle has not worked as well for us as the soviets (ie.. the curent democrat party positions), so lets back all the way off and evaluate.
