Dalymple is a former psychiatrist in the British prison system turned prolific journalist, much beloved by American conservatives and libertarians. He’s a scholar with the Manhattan Institute, and frequently contributes to their quarterly magazine, City Journal. In postmodern America, the teaching of history for many decades now has emphasized the dark side of the American experience, our relationships with native americans, slavery etc. and not so much the human liberty side of the story.
America as imperialistic/hegemon has been reinforced by the current President on his travels abroad, during the campaign and even moreso in 2009, his Apology Tours.
Definitely an Obama supporter
All of this messaging/indoctrination contributes to what you call a “loss of cultural confidence”.
We Deep Cynics in America find these trends intentional and orchestrated.

That statement is along the lines of a quip by Mark Twain, “Truth is precious, let us economize it”.
In either case, what was the context?
Futhermore, I counter that quote of Chesterton’s with this from Kirill, Patriarch of Moscow, in his first Christmas message as Patriarch: “The Light of truth is the Divine light; it is the righteousness of God. It is immutable and eternal, and does not depend upon whether we accept it or not.”
