Immigration Policies under a President Romney: Less Illegal, More Legal
Last week, in response to inquiries from CNSNews.com, Mitt Romney offered some new insight into how he would administer immigration policy as president. His answers, delivered through a spokeswoman, clarified some of the statements that were delivered in a speech last month to Latino elected officials.
Romney has articulated a coherent approach to addressing the problem of illegal immigration, which imposes enormous economic, fiscal, and public safety burdens on American communities, even those far from the border zones. His humane, rule of law-based strategy stands in stark contrast to the Obama administration’s emphasis on accommodating illegal immigrants.
His statements on legal immigration, however, while fairly bland and conventional, are also a little bit troubling. He would increase legal immigration and expand opportunities for U.S. employers to import workers from abroad, both skilled and unskilled. Romney apparently wanted to make sure that his strategy included some proposals that would be characterized as “pro-immigrant.” Unfortunately, he seems to think that “pro-immigrant” necessarily means “more immigrants and more visas.”
First let’s look at the border security and enforcement provisions. The first clue that a Romney administration would be different from the status quo is his observation that currently, the border is far from secure:
According to the non-partisan Government Accountability Office, Border Patrol lacks control of over half of our southwest border. And some estimates indicate that over 40% of illegal immigrants in America entered the country legally, but then overstayed their visas.
Item One on his border strategy to-do list is “complete a high tech fence.” Multi-layered fencing has enabled the Border Patrol to take back huge areas on our side, particularly around San Diego and El Paso, that were formerly a No Man’s Land open to illegal crossers, smugglers, and bandits. Just about anyone who has seen the fence would agree that it really does work, at least in areas where it can be patrolled. The Obama administration, on the other hand, has chosen to surrender hundreds of square miles of territory in southern Arizona and other places to the Mexican cartels, leaving the Americans who live there to fend for themselves.
Romney also promises to implement an exit control system so that our homeland security agency finally will know which visitors have overstayed their visas. Despite long-standing directives from Congress, plans for this system have languished for more than six years. Current DHS Secretary Janet Napolitano has told Congress that she thinks exit controls are of “dubious” value, and is only grudgingly agreeing to put forward a plan this year in the face of bi-partisan nudging.
Of course, simply knowing who has overstayed is not particularly helpful if the government is making no effort to deport the illegal aliens that come to their attention. Here too, Romney has displayed a refreshing commitment to enforcing the law. Asked by a Boston columnist if he would deport Uncle Omar, the president’s uncle — an illegal alien fugitive discovered last year after his arrest for drunk driving, who is still working and driving for a liquor store in Massachusetts – Romney replied with a decisive “yes.”
In fact, under Romney’s tenure as governor, Massachusetts was undeniably less attractive as a destination for illegal immigrants. He squashed legislation from the liberal legislature that would have given driver’s licenses and in-state tuition to illegal aliens. In addition, he established a 287(g) task force to enable state troopers and corrections officers to assist with federal immigration law enforcement. These are the exact kind of local-federal partnership agreements that the Obama administration is in the process of dismantling across the country, starting with Arizona, where arguably, they are most needed.
Romney’s strategy also includes a critical measure to address illegal employment — universal, mandatory use of E-Verify, the electronic system that enables employers to check the immigration status of new hires. As has been demonstrated in several states that have adopted some level of mandatory E-Verify, including South Carolina, Oklahoma, and Rhode Island, when the job opportunities dry up, illegal workers will leave on their own, or “self-deport,” as Romney puts it.
His public comments elaborating on how best to deal with the established illegal population, now numbering about 12 million, contradict the images of heartless round-ups and a 21st century Trail of Tears leading south that are painted by his critics. Says Romney: “Under the ideal setting, in my view, you say to those who have just come in recently, we’re going to send you back home immediately, we’re not going to let you stay here. You just go back home. For those that have been here, let’s say, five years, and have kids in school, you allow kids to complete the school year, you allow people to make their arrangements, and allow them to return back home.” This is a true version of “prosecutorial discretion” that members of Congress envisioned when they wrote our immigration laws, not the twisted Obama version that considers immigration enforcement to be so harshly punitive that it must only be applied to “serious criminals.”
As far as Romney’s plans for legal immigration, he told Latino leaders in his speech that he would “ask Congress” (as opposed to “abuse my executive authority and issue a decree”) to admit more highly skilled immigrants, improve guestworker programs, and adopt a gimmick promoted by the higher education industry to guarantee a green card to any foreigner who earns an advanced U.S. degree in science, technology, engineering, or math (STEM). In addition, he would work to change the law to admit unlimited numbers of family members of green card holders.
These proposals involve substantial changes to current law, and would have to pass Congress. It is likely that they would emerge in a different form than Romney describes — at least we should hope so. To be sure, the admission of a higher proportion of immigrants with skills would be significantly more beneficial to taxpayers than the current system, which admits mostly family members of previous immigrants, who are much less educated, on average, than Americans. But as it turns out, we already have visa categories for highly skilled workers; in fact, last year we admitted 44,000 of them, plus their spouses and children. We would take more if more applied, but they don’t.
As for stapling the green card to the STEM diploma, this is little more than a marketing tool for U.S. universities to attract more foreign students into paying for degrees in fields that are already saturated. There is no shortage of STEM professionals in the United States; on the contrary, the census shows that there are 1.8 million American engineers who are unemployed or working in other professions. Similarly, it is hard to imagine that, in a prolonged period of slow job growth and high unemployment, Congress will be eager to add further job competition for Americans and recent immigrants by increasing new family immigration, especially on the heels of Obama’s DREAM amnesty.
Better for a Romney administration to pursue more genuine pro-immigrant reform choices, such as promoting naturalization, fighting fraud, and reducing processing backlogs.






Certainly, opening up more legal immigration shouldn’t be a priority right out of the starting gate, but it should happen once the economy gets going. (And if Romney can’t get the economy going, fixing immigration isn’t going to do much for him or the Republican party.) That said, STEM is one of the few bright spots (or at least, “less dark spots”) in the current economy.
In my opinion, the technical people who oppose more immigration of their labor competitors are missing something important; they will have to compete against these people one way or another. Either they will compete with these people here, dealing with the same cost of living or they will compete with them living in a third-world country where someone can live very well for a fraction of the cost of living here.
Also, within any group of people like this, there are stars (who create new products) super-stars (who create new large companies), and “super-duper stars” (who create whole new industries–e.g. Carver Mead for integrated circuits and Craig Venter for genetic sequencing). I hope these people speak English and I hope they live in the US so that their products are made here, their companies hire workers here, and the industries are clustered here.
If Romney can get something like his plan regarding STEM immigration through Congress, it may actually help boost the economy and improve the labor picture for native-born STEM workers as well as others.

As to the rest, you are jumping through unnecessary hoops. If you dont train foreigners in our universities, then their will be little competition. They dont have to compete with them one way or another. Instead of training foreigners we can train our own people, who speak English and are unlikely to leave.
Training our competition by giving them seats in our most prestigious universities is just plain dumb.

It is not supposed to be the purpose of US immigration policy to provide a certain number of people with math and science degrees to industry. If not enough Americans go into math and science then a shortage of people with these skills will develop, after which the salaries of people with these skills will increase, leading to more Americans studying math and science. It’s called “supply and demand” or “the free market”. It is not governments job to set the price of labor, not even (or not especially) math and science labor.

You can “hope” whatever you wish, but you need to pay a little bit of attention to reality as well. Even when the inventors of products invent them in the US, those products can be and usually are made abroad. Just about every integrated circuit you buy was made in China or Taiwan.
Inventions being made in the US do not translate into jobs for Americans.

I’ve heard it all now. Ttrillions in public money spent on K-12 and college education in the US will have been dedicated to the careers of aliens. No worries about their competing with us here or there either if trade barriers that their native countries erect were in place for the US. Let’s hope the world economy falls off of a cliff in 2013. It’s the best possible scenario.

One could only hope that the countries of origin would be changed for anyone wishing to come here. The Immigration Act of 1965 should be set aside and different standards adopted. Here’s one: no more Muslims bringing their cultural animus and cultural jihad. Time to prohibit undesirables.
How about waiting till the end of the school year 2012-2013 (07/13) so EVERYBODY has a chance to put his/her affairs in order. The kids finish school, people sell homes, arrange for new work, etc. Starting July 1, 2013 make it a federal felony crime to be in the USA illegally or to knowingly employ someone here illegally. More legal? Hell NO! I thought Romney was the one who knew about economics? Like supply and demand? Turn off the H1Bs until we get national unemployment under 4%. You want to encourage American kids to get those good paying science, math and engineering jobs? Then by God, make them good paying by letting Americans compete for them without an intentional over-supply created by immigration policy. Same is true for entry level and low wage service jobs or jobs in agriculture. And yes, Americans WILL do those jobs – especially when the supply of illegal aliens is reduced. I certainly did that kind of work when I was trying to pay my way through college and grad school. And I’m about as WASP as you can get.
Opponents of legal immigration should remember that pay-as-you-go entitlements like Social Security and Medicare will become unsustainable as the population ages–more native-born old people and fewer native-born young people.
And despite Paul Ryan’s efforts, Social Security and Medicare will remain in their current form–it’s too much of a political non-starter to talk about ending them even just for young people.
We need to encourage young people to immigrate *legally* to America to become the taxpayers to pay for all those retired baby-boomers.
How is that working out for Europe?
Answer: It isnt.
In fact, immigrants cost more money than produce in taxes in Europe, making it a lose/lose proposition for the indigenous native citizens of Europe.

I do support an increased guest worker program for Mexico, but that comes after we get serious with our immigration and border enforcement. Not for propping up the welfare state, but for our agri-business.

A large number of Latins, residing in a non-Latin country, changes the character of the country—-to a character more Latin.

Without a re-write of immigration law, that will not be the result. Immigration law is based on feel good policies of throwing open the doors to “tired poor huddled masses”. It favors large extended family relationships hoping to come to “where the streets are paved in gold” and achieving their “American Dream”. We base policy on romantic sound bytes of our past, but the US (nor the world) is no longer the same labor intensive economy it was in 1901. So we have largely imported vast numbers of people who did not even complete compulsory high school education in their home country much less the more rigorous US education system. We have heard for over a generation now how there will be NO JOBS without higher education of some sort and yet we favor importing uneducated laborers.
The same hypothesis you are selling is why Congress has been so willing to ignore illegal immigration. Instead of workers helping us to shift the burden of caring for the elderly boomers, we have a whole new dependent class that will succumb to multi-generational poverty. SO now Millennials still have to support their elderly boomer parents, but they also have to support MILLIONS of elderly illegal immigrants AND their children and grandchildren.

That’s the socialist argument for more immigration – “We need more people to steal money from in order to prop up our tottering welfare state!” No doubt this seems very convincing at the Daily Kos, but I’m not sure why you expect it to fly over here. If Social Security and Medicare are going broke – and they are – then the intelligent response to is reform these programs. Raising the age of eligibility to 74 would be a good start.

Uh. If Obama legalized all illegals, then his policy would also be “less illegal, more legal.” What’s the point? I’ve never understood the argument (actually more like an assumption) advanced by Romney and co. that America benefits from so-called “educated” foreigners. (I put “educated” in scare quotes because real education is mainly about culture, it’s not just about learning how to solve Laplace transforms or running a data base). Indeed, these people don’t just say that America benefits from “educated” foreigners, they positively assert that Americans are doomed to poverty and decline without them! Somehow, America was doing just fine between the 1920′s and the 1960′s, when it largely relied on its native stock of talent. (By the way, notice how the word “native” has been ruined by leftism since the 60′s? How you are only supposed to say that the American Indians are “native Americans”? Well, I’m having none of that.) Observe how East Asian countries like Japan and South Korea are doing fine to this day without bringing in millions of “educated” immigrants. The mass immigration flood that we now suffer — whether the immigrants are legal or illegal, educated or uneducated — is destroying our sense of having anything in common. Shall the United States remain an identifiable culture and a particular people, or shall it be viewed as merely a geographic construct from now on? Japan and Korea are not doing “fine,” at least not in the demographic sense. Both have rapidly aging populations and declining workforces. The numbers of retirees per worker are climbing rapidly. This is one of the reasons both countries are working so hard to develop their robotics industries.
Any attempt to seriously reform the current immigration law will be met with lots of “chatter” about equality, non-discrimination, etc. If I were to do the rewrite it would be: 1) immediate relatives of American citizens [wives, children, parents]; 2) STEM university educated workers; 3) qualified high skilled workers in employment categories certified by the Department of Labor as in short supply; 4) investors [set an inflation indexed minimum amount of money the applicant must bring with him/her to invest within 90 days of arrival]; 5) other skilled workers. No quotas by country or region.
So Korea and Japan will have an intact culture AND not have droves of unemployed young people (not to mention culturally balkanized young people) roving the streets after robotization kills off many jobs.

In a free market economy there is no such thing as “workers in employment categories certified by the Department of Labor as in short supply”. That entire concept reeks of top-down government control of the economy. In a free market economy, if workers are in short supply in some field, the price of labor (salaries) in that field rises, after which more people move into those fields.
A big reason why American workers are reluctant to train for certain fields at present is precisely because of government meddling in those fields.
You give no examples of Korea’s and Japan’s problems. You know why? Because they don’t have any. You are a flake.

This is one of the most reprehensible crimes the Obama administration has committed against the American people. The Constitution clearly calls for the defense of American soil and American citizens. By giving up literally hundreds of miles of American soil to Mexican bandits and drug runners, the Obama administration is doing neither. There can be no debate about “immigration reform” until our border is secured and American citizens can feel safe along our own border. We should not be handing over wide chunks of land to Mexican criminals and the Obama administration should know that those areas could also be easily used by terrorists to come into this country as well. In a post 9/11 era, securing our border should be a no brainer. But to people like Obama, hispanic votes and his job are a lot more important than American lives or security.

Obama is an anti-American, anti-West, anti-white racist. He wants a flood of non-white immigrants to counter the mostly Republican white majority. If he and the Left are to realize their socialist dreams then they have to import people without a tradition of individualism and individual responsibility. What he wants are peasants. Real Americans don’t do peasantry, so he imports Third World illiterates who are accustomed to corrupt police, judges, politicians. Prior to 1924 there were no limits on immigration from Europe or the Western Hemisphere. One simply showed up, went through a health screening, and entered the country. Five years later you could take an exam and become a citizen. All immigrants arrived by sea or land; very few returned to their native lands. Most became citizens. Immigration from Asia, Africa, and the Middle East was limited to 100 persons per country per year.
From 1924 to 1952 the limits on Asia/Africa/Middle East remained. European countries took a portion of an annual quota of 500,000 in a ratio to known immigration from each country in 1920.
From 1952 to 1965 there were country quotas for each country in the world, and a job was required to be available for the primary applicant. There was a secondary quota for “immediate relatives.”
Now we have a “global” limit with no country being allowed more than 50,000 immigrant visas per year.
The point is that Congress can set-up the immigration law any way it wants. There is no restriction on how open or closed it can be and no restrictions on making quotas country specific.
I have nothing against Immigration, this is a nation of immigrants. Even the American Indians came here from somewhere else, they just got here a lot sooner than the rest of us. What we do need to do is make sure it is made abundantly clear to any new immigrant that they must follow our laws. No more separate enclaves where the police are afraid to go. If roving gangs try to take over and throw the police out, send in more police, in greater numbers. Any violent offenders get a quick ticket back to wherever they came from. Any that preach violence are guilty of inciting to riot. That should also get them a ticket out of here. They made a conscious decision to come here, they knew we have laws different from theirs, they should be prepared to honor our laws. If not, they shouldn’t have been allowed to come here in the first place.
I’m mainly thinking about Sharia law but those that came from a culture where bribery is the norm should also know it will not be tolerated here. They follow our laws or go back home period. ( I know, it will be hard to stop the bribery thing when it is the law makers and enforcement that have their hands out but that’s the law and it should be enforced!) Sure, we have freedom of religion but that religion does not have a right to force itself on the rest of us. Nobody cares if you try to convert another to your religion just don’t try to do it with a club or a gun. If you can prove your religion is so much better than others you will get followers, you don’t need to force someone.
Sure, we are a free country but we are a nation of laws too. Follow them and enforce them. If you don’t like them work within the law to change them. If your idea is good people will vote for it. If not, tough, live with it. Part of what makes our country great is our ability to respect others views but others must also respect our views. I don’t remember who said it but I remember this saying, I may not agree with what you say, but I will defend with my life your right to say it.

A stunned Sen. Richard Lugar of Indiana was vanquished by a Tea Party leader Senate nominee Richard Mourdock, now it’s time for Ted Cruz (R) to beat Lt. Gov. David Dewhurst which seems to be gaining momentum. Both ultra-left Democrats and the Republicans should be very worried, very worried indeed; they deserve what’s coming to them, as they get out voted.
Please to remember that all the Massachusetts Governor like Deval Patrick, Mayors as Rahm Emanuel of Chicago, Stephanie Rawlings-Blake of Baltimore and a whole group of anti-American, pro-illegal alien open border elected officials must be voted out of office. Throw out of office U.S. Rep. Luis Gutierrez and politicians who are continuously undermining our countries welfare system. These personages are the cause of high illegal alien populations, because they are encouraging them to enter America, bring even more poverty. Every America of legal resident should study there politicians who are selling them out and adding massive costs to their states schooling, health care and other anti-poverty programs. We believe that significant numbers of people who are not dreamers are taking advantage of this practice to avoid arrest”.
With the inception of the DREAM ACT that offers an estimated 1.5 million young illegal aliens a back door amnesty, the outcome for America is even more deficits to cover the cost? Unfortunately neither the Obama Czars nor Mitt Romney seems to distinguish that there are over 8 million citizens and legal residents are scrambling to find a job, with literary millions more who have given up trying. With the backing of radical majority groups like La Raza, ACLU or the Communist Marxist who have infiltrated America politics, they are perplexed and thought this easy amnesty would be uneventful. They never expected the gargantuan cause of the TEA PARTY would stand in their way and currently broadcast to America that Obama’s legions are up against huge bloc of independent voters and millions of law abiding people who see Obama’s policies as a stab in the back. It’s an offence to this nation’s integrity that also these entities being financially catered to by the Obama Socialists and U.S. tax dollars. That the public are being scammed for by grants from the U.S. government to pay for our countries own demise at the hands the Presidents Imperial court.
But then the Dream Act conspiracy doesn’t mean the PARENTS ARE FREE OF DEPORTATION. Once the kids are supposedly vetted by the State Department, they will be allowed to stay. I have already read that just the individual word, in saying they had been to high school is good enough for an immigration waiver. However if the processing is anything as the operation in the 1986 Immigration Control & Reform Act (ICRA), then the amnesty will be rife with fraudulent documentation. My guess with the assistance of the different entities, hundreds of thousands of so called illegal alien children will gain entrance through poor procedures. Then again illegal alien parents will be exposed, because of physical addresses will be shown on the record and open to being brought into custody at a later date by ICE. The TEA PARTY holds with contempt of any laws that are not abiding by the U.S. Constitution, and it could lead with rescinding any policies that were passed by the Barack Obama.
We can cure this epidemic of the illegal immigration invasion, by voting for a TEA PARTY LEADERS. There are plenty of these moderate conservatives and true believers in our U.S. Constitution. Isn’t it time we enacted the ‘Legal Workforce Act (H.R. 2885) and the Birthright citizenship Act (H.R.140)? Isn’t it time that the state of Arizona, Alabama, Georgia, South Carolina or anybody else come to that? Every state should get to keep its money, instead of forced by insane unfunded mandates to pay for illegal aliens and their children? All those who genuflect to the 20 million plus illegal aliens will be under an assault themselves, when the TEA PARTY becomes an overall majority in the Republican Party.
Every citizens and permanent resident is welcomed into the TEA PARTY, except of course the criminal aliens who have scorned our laws and been accepted by both parties that entertain political incompetence. The Liberal-Democrats will desperately do anything to draw away full focus from the terrible drowning economy policies of the Obama Administrations, such as going after Arizona or any other state that are trying to defend their legal population from the illegal alien welfare parasites. That also goes for every American as well, who for decades who have lain back on their couches, watched television all day and forced taxpayers to pay for their lazy lives. Of course there are exceptions of sick people who cannot help themselves.
First by law we must educate their children to at least k-12, if they can claim citizenship on our soil for that child? Then by law every hospital must provide in emergency services free health treatment, even uncompensated $100.000’s in dialysis. Currently under Obama with no questions asked, they are granted food stamps. Then to further to aggravate American taxpayers, under the present tax code without any investigation over $4.2 billion dollars are given out in child tax reimbursement, whether the parents has paid taxes or not and even if the child presides in another country. Then those who are paying limited taxes are sending an estimated 35 billion dollars out of our nation, to foreign banks. IF YOU DON”T BELIEVE THESE DOLLAR PROJECTION, THEN ADD KEYWORDS IN YOUR BROWSER SEARCH ADDING ILLEGAL ALIENS? THESE ARE FACTS THAT WILL NEVER BE FOUND IN THE LIBERAL PRESS OR OTHER MEDIA.
ILLEGAL IMMIGRATION IS NO LONGER A MINOR PROBLEM, BUT IN THE LAST TWO DECADES IT’S EXPLODED AND IT IS SEPARATING TAXPAYERS FROM THEIR MONEY? Illegal aliens who commence this protest are only going to cause intense anger amongst citizens and specifically legal immigrants who spent their own money on immigration attorneys, jumped through red tape to gain an entrance visa. While all these at demonstrations branding foreign flags, should be eyed by ICE agents and photographed and then processed through the Homeland Security data bases and then detained. Another issue that should concern us all, it is inevitable that in coming elections—without any kind of oversight—we should be concerned that there is “Voter Fraud” and in the Liberal states as California there will be massive fraud. Both absentee ballots and even at the ballot box, non-citizens are voting and as yet little has been done, to alleviate non citizens from voting. No more immigration at all!! Why import people when we don’t have enough work for the ones already here?

Should there not be some limit even on legal immigration,

If illegals, with little education, and few or no skills, and in the numbers

would not the same thing happen if immigrants with higher skills were admitted

How much longer are we going to put up with all the crime, stolen identities, forged documents, fake green cards? How much longer are we going to allow these illegal aliens to send money out of this Country and bring our Country down? Oh, amnesty will correct all this. WRONG! Nothing will change except we wouldn’t be able to call them illegal aliens any more. Let’s get rid of these illegal aliens! Let’s get them back to their own Country where they belong!

“the census shows that there are 1.8 million American engineers who are unemployed or working in other professions.” I’m a mathematician, so I realize that the plural of anecdote is not data, but both of the unemployed STEM graduates I know, decided to become housewives because we married engineering graduates and can live on his salary. When the kids all go to school, we’ll slowly ease back into the workforce, but I doubt we’ll go full-time into our degree field. (I will probably begin by substitute teaching.) My husband, with his MSEE, rarely does any engineering. He supervises engineers so he has to remember some bits, but he isn’t employed as an engineer. (My father was a physicist, but HE worked as an engineer, as it turned out.) So this isn’t as significant a datum as the article implies, since engineers are extremely employable in many fields.
Your anecdotes suggest a lot of different possible course of action. But none of them seem to be “We need to let more engineers immigrate here”. If there were really a shortage of engineers then the existing engineers would not be doing other things. They’d be doing engineering, because that would be where the money would be.
More immigrants, legal or illegaly? Why pray tell? With a bad economy and high unemployment, why MUST we import more people? Who does this benefit? Answer: The DC political class, that’s who.
Considering the endless lists of facts that prove illegal immigrants cause far more damage in the environmental ,crime ,entitlement system,healthcare ,education,prison systems and illegal drug importing ,than they benefit us,we still need to solve the debate.

Do we need more people in the US ? Why ?
Do we need more unemployment ?
Crime?
Welfare and Disability leeches ? 71% of illegals receive at least 1 entitlement program.
If we need specific types/education levels of employees ,why are we not meeting this need ? Because our school system is a complete failure?
So shouldn’t we rehab the educational system before adding more people into it ? Illegals have a high school graduation rate of under 50%. How does that translate to needed employees ?
If we need unskilled laborers why are welfare recipients not working those jobs for their benefits and job training ?
Why does it take 10 years and thousands of $ to immigrate legally ,and why would anyone bother with the hassle when they can jump the border and get welfare,medical care,free education and tax free cash paying jobs ?
Why would living here illegally for over 5 years entitle people to anything ? Shouldn’t they be punished for committing a crime for 5 years ?
