There are really good reasons for this failure to integrate brother Muslims, not the least of which is the need for local men folk to protect their sources of women folk from strangers. Remember please that Arabs may have up to four wives, and while polygamy is not widely practiced anymore in much of the Muslim world, any diminution in the number of women leaves a certain number of men without the potential for marriage and family. New males entering a community, therefore, undermines the local males in their fight for a normal family life.
